The hegemony of Prevent: turning counter-terrorism policing into common sense

The British government’s Prevent Duty puts an obligation on specified public sectors to “keep people from being drawn into terrorism”. policy has been a point of contention within the discourse, but interview data shows that there is grudging consent for policing amongst civilians implementing it. This article explores how this manufactured and what tells us about changing nature counter-terrorism in civic life. Using Gramsci’s concept hegemony, will explain transformed coercive statutory instrument common sense approach by co-optation norms. enquiry informed findings interviews conducted with co-ordinators employees authorities England. These provide insights monitoring diffused spaces policing. Analysing these through Gramscian lens explains normalised as duty. It also helps chart course hegemonic regime, which moving beyond specific towards community citizens conducting surveillance practice.
